Roger M. LeBoeuf, P.E.*

Roger co-founded Elliott, LeBoeuf & McElwain in 1999. For the past 30 years, he has focused exclusively on planning and designing public safety training facilities. His specialized expertise includes tactical villages, burn buildings, fire/police training towers, technical rescue props, gas-fired training systems, and other specialized training props.

Roger brings experience from over 925 training center projects in 37 states, Canada, Egypt, and Japan. This includes feasibility studies, business and master planning, training structure designs, and structural evaluations of existing live fire training structures. With project budgets ranging from $500k to $140M, Roger equally enjoys working with major urban departments, rural volunteer departments, and state and federal agencies alongside a stellar network of architectural and engineering collaborators.

Since 2000, Roger has served on two NFPA Technical Committees, helping write NFPA 1402, 1403, and five other training standards now consolidated into NFPA 1400, “Standard on Fire Service Training”.

Roger lives in the DC suburbs with his wife, Jennifer. Together they enjoy sailing, concerts, museums, sporting events, and the company of their grown children and extended family.
