Structural Engineering

New and Existing Buildings

We are experienced with both the design of new buildings and modifications to existing building structures. Our engineers relish the challenge of working within existing, often occupied, buildings to extend the useful life via renovations, repairs, additions, or other improvement projects.

Federal Facilities

We provide structural engineering studies and designs for the Department of Defense, Department of State, and various other federal agencies. We understand the specific, and often unique, requirements of each agency and provide structural engineering solutions that are responsive to those needs.

U.S. Embassies, Consulates, & Missions

We have decades of experience evaluating and designing structures at United States Embassies, Consulates, & Mission facilities located throughout the world. Our experience at existing facilities includes renovations, repairs, strengthening, and security improvements projects. Over the last two decades, we have provided structural engineering for new compounds and major expansions of existing compounds with an aggregate construction value of more than $2 billion.

Structural Engineering Expertise

We provide professional structural engineering services for buildings, including specialized experience with physical security elements, historical structural systems, and structural repairs. Our engineers remain current with the ever-evolving codes and standards applicable to each project.

Public Safety Training Facilities

Planning, Concepts, and Designs

We often hear, "We need a training facility but don't know where to start or how much land and money to request." Regardless of where you are in the process, we and our teaming partners can help you with:

  • Needs assessments
  • Programming
  • Business planning
  • Site assessments
  • Master planning
  • Conceptual designs
  • Creating materials to support funding requests
  • Full A/E design services
  • Construction administration services

Tactical Villages

Whether new recruits or experienced incumbents, students need to be challenged with realistic, real-world scenarios on the training grounds to develop, maintain, and improve their tactical skills and decision-making abilities. We plan and design simulated cityscapes that resemble the neighborhoods in your community, to facilitate essential fire, police, rescue, and EMS training, and to reinforce students' sense of being interwoven into the community they proudly serve.

Burn Buildings and Training Towers

We are a national leader in designing custom fire and police training structures. We designed our first fire training burn building in 1984 and have designed more than 170 fire and police training structures since. Those projects have utilized Class A fuels and gas-fired props, ranged from 1,350 sf to 22,000 sf, been up to seven stories tall, and have been customized for various fire, police, rescue, and EMS training scenarios.

Evaluations of Fire Training Structures

We provide professional engineering services for structural integrity evaluations of live fire training structures (burn buildings), as required by NFPA 1400, Section 8.2 (previously required by NFPA 1402 and NFPA 1403). Having performed more than 680 such evaluations at over 230 existing live fire training structures, EL&M's engineers and technicians have a thorough understanding of what questions to ask and what to look for when visually surveying and testing your live fire training structure.

Who We Are

We are an energetic and creative team of structural engineers and designers. Our clients include architects, federal agencies, and state and local fire and police departments, all of whom depend on us to deliver safe, effective, and durable design solutions. We are passionate about them, our work, and our communities.
